With the runes you can make an Ancient's Pledge Runeword Shield that has 43-48 resist all as early as Act 2. The Countess in the Forgotten Tower has the added bonus of useful runes for weapon and armor upgrades such as a 3 Ral or even a 3 Ort weapon (3-150 lightning damage) made by combining 3 Rals in the Horadric Cube found in Act 2.
